College Gardens Park Considered Again for Storm Water Management Facility

At the Rockville City Mayor and Council Meeting on Monday December 12, the Department of Public Works made a presentation concerning Storm Water Management in the College Gardens Neighborhood. The gist of the presentation was that Low Impact Storm Water Measures, which some neighbors implemented this year, would be insufficient to adequately control Storm Water. This conclusion was used to then bring back into discussion the transformation of the College Gardens Park into a Storm Water Management Facility.

The College Gardens Civic Association was completely surprised that the presentation was given and by its content. The CGCA was not informed of the presentation until that morning, and then only by voice mail at my home that wasn't picked up until after 5:00pm that day, just a few hours before the meeting.

As CGCA president, I did attend the Mayor and Council meeting on short notice and I sat through the presentation. It was a very polished presentation and the Mayor and Council were impressed. I informed Mayor and Council that I would give the CGCA perspective on Monday December 19 during the Citizen's Forum.

In the meantime, I am meeting with the Department of Public works with a few others on Friday. I will speak at the Citizen's Forum on Monday and I will keep the community informed as events unfold.

The College Gardens Civic Association is considering conducting a scientific survey of neighbors to ascertain where the neighborhood truly stands with respect to a transformation of the park.
